Does Telegram have built-in dictation?

Telegram has voice features, but neither one dictates a typed message. A voice message records an audio clip that sends as audio, not editable text. Telegram Premium's voice-to-text transcribes incoming voice notes so you can read what someone else sent, which is the opposite of composing your own message. There is no built-in dictation for the desktop compose box, and on mobile any voice typing comes from your phone's keyboard, not Telegram. Speech to text in Telegram: how it works

SnailText does not plug into Telegram directly.
